The first thing you will need is money. Owning a sportsbook in Costa Rica is just like any other business and you will need starting capital. How much you will need will depend on many factors such as:

The third is a dedicated Server to host your sportsbook. A regular server will only take you so far and the software needed needs a lot of space as well as a database.
The fourth is a good banking system. Its useless to own a sportsbook if you can´t take money in and out.
The Fifth is the staff. If its a small sportsbook and you intend to do all of the customer service by yourself then you can get away with just a lines manager and a programmer.
The Sixth is you need to register a company.
